The larger population of the country would reduce the percentage wouldn’t it? I think if you tried to maintain the Vietnam percentage
The services would have too many volunteers. To increase the total number of citizens that have served, we would have to return to the draft. A comcept that as time goes by I’m more and more in favor of seeing happen.
