Of course the new nuclear weapons strategy will have no impact on countries like Iran and North Korea. What Middle East Gulf States do depends on what Iran does, not what the US does. Similarly, if South Korea and Japan ultimately go nuclear, it will be because they must deter the threat from North Korea.
